    "ocrText": "National Security Action Memorandum #58\nTHE WHITE HOUSE\nwASHIN'GTON\nSECRET\nJune 30, 1961\nMemorandum for The Secretary of State\nThe Secretary of Defense\nThe Secretary of the Treasury\nThe President desires that the National Security Gouncil be able to\nevaluate various proposals for US approaches to the Berlin problem, in\nterms of their concrete implications for action. To this end, it is re-\nquested that:\nI\nThe Secretary of Defense should submit by Thursday, July 6,\nhis recommendations as to preparatory measures to improve the US\ncapability to conduct the courses of action described in paragraph 1,\nbelow, which need to be launched Immediately, regardless of decisions\nabout the scale of action that is eventually intended -- measures which\nshould not be deferred until after the NSC meeting of July 13 because of\nthe long lead times involved.\nIl\nThe following should be submitted in time for an NSC meeting\nJuly 13:\n1. The Secretary of Defense should prepare recommendations concern-\ning the timing and nature of the preparations to be taken to create a capa-\nwhight\nbility for:\n(a) a garrison and civilian (QBAL) airlift by October 15;\nOK\n(b) naval harassment and blockade of Bloc shipping by\nNovember 15;\n(c) large scale non-nuclear ground action within four months\nof such time after October 15 as it may be ordered - with tactical air\nsupport, as necessary - assuming appropriate use of forces in Europe\nand assuming reinforcement from the US as necessary to permit the use\noftwo, four six, and twelve divisions in Europe for the purposes stated\nin section C of chapter IV of Mr. Acheson's preliminary report to the\nPresident, including preparations which will ensure that nuclear weapons\nnow in Europe are not used in the course of such action without direct\nPresidential authorization;\nDECLASSIFIED\nSEGRET\nE.O. 12968, Sec. 3.6\nAnD 932006\nBy male)\nDate 3/13/96"
