SECRET EXECUTIVE OFFICE OF THE PRESIDENT NATIONAL SECURITY COUNCIL WASHINGTON July 5, 1961 MEMORANDUM FOR THE SECRETARY OF DEFENSE SUBJECT: Restrictions on the Use of the Attached Report (Ref: Memorandum for The President, dated June 28, 1961, Subject: Berlin) In accordance with the President' S wishes, the circula- tion of the attached report has been strictly limited to those individuals having immediate action assignments in connection therewith. The attached copy of the report is sent you for your personal use, Please maintain personal control over the document and permit access thereto only to those members of your immediate staff who must see it in order to carry out their assignments.
