(bicalar) Shoupang Depeadment Oct. 613. 1790 Sig I fored from a letter from one of the Commitances of Loans that it is concerted certificates of the featedetts cannot be febberbed to the new Loan, unlafe they expered that they are efused for forried feepities towards the pro= Efecution of the late war. By this construction all certificates corlaining a simple acknowled ment of debt to a certain amount, and all certificates for monies loaned to the author States would be excluded, which is not the intent and m earning of the law. If a certificate of any flate fhall be offered and it fhall not appear by the tena fit, or if it and be afcertained from any public record act OR document, to have been fouced for forme purpose then than compensa stions and eaproditures for ferrices or supplies towards the efucution of the late was and the defence of the limited States, or formppart thereof during the faid war, it is confistent with the direction of the law to receive it loan I am for your bled-fervant
