SUBJECT: Hot Line Negotiations with the Germans
Pursuant to your notation on my memorandum on this subject of
April 16 to "proceed with it, 11 I called George Springsteen at the
State Department and told him to prepare the necessary plans to
arrange for hot line communications with the Germans. I told him
that he should of course get appropriate interagency coordination
and then submit the proposed course of action in a memorandum
from John Walsh to you.
Springsteen said he would proceed on this basis but that because of
the complex technical problems involved it would probably be a little
while before he would get back to you.
In order to avoid getting wires crossed, I would suggest that if the
Germans approach you on this matter that you refer them to George
Springsteen.
