President and Chancellor agreed, when latter here for Eisenhower funeral, to establish between themselves teletype hotline. 2. FonOff's NATO Affairs Chief Behrends told us April 14 that Chancellor is anxious to work out arrangements as soon as practicable. We undertook develop US views promptly and suggested we might discuss matter further with Behrends at next month's NPG meeting in London, or afterward in Bonn. 3. Embassy should now inform Behrends that we will be prepared, and want, to discuss matter in Bonn following NPG meeting. Please report Behrends' reaction. to Department and Embassy London for McGuire. 4. US representatives for hotline talks in Bonn will be Ralph J. McGuire, EUR/RPM, XEXXXXXXXXIGXMXX Brig.
