(2) reimbursement to the Federal Republic of Germany
for any necessary equipment, Spare parts and
documentation furnished to the United States;
(3) provision and maintenance of the necessary cir -
cuit between the GMR location in Washington and
the specific United States user location;
(4) providing, operating and maintaining the necessary
cryptographic and teletype terminal equipment
for the United States user.
C. Both parties will be responsible for
(1) maintaining and operating the system on a 24-hour
daily basis;
(2) coordination on scheduled testing of the system;
(3) adherence to agreed procedures for use of the
system;
(4) timely and effective action to ensure the avail-
ability of the system.
IV. Personnel and Training
A. The availability of trained operating and maintenance
personnel to ensure the 24 hour operation of the system
will be effected by each government concerned for its
