SECRET/EXDIS Page 1 of 5, Enclosure Tokyo A-120 On Our Country's Co-operation with an International Suprevisory Organ (Still undecided draft) February 7, 1969 Southeast Asia Division In the case of a cessefire being realized in the course of the peaceful site settlement of the Vietnam war, it is still unknown whether an international supervisory organ to supervise it will be established or not, and it is still at the stage where, even if such an organ is to be established, various studies will have to be made regarding its form. Therefore, it is still difficult to make a concrete study of our country's participation in such an organ, but if the various possible forms of an international supervisory organ which may be created in the future are speculated on, and if the possible form of our country's co-operation in them, for each case, are considered, the situation will be as follows: 1. In the case of reviving the now existing ICC without any change The form of our country's co-operation in this case which is con- ceivable is our country's bearing its share of the ICC ************ expenses and the offering of material goods to the ICC. (1) Bearing its share of expenses The following methods are conceivable for our country's contributing its share of the expenses: ******* (a) In case there is a provision concerning the sharing of expenses, as in the Geneva Agreement of 1962 concerning Laos, our country will become a party to the said agreement, and after obtaining Diet approval, will take budgetary measures each year for the carrying out of its obligations under the said agreement.
