Miyake emphasized the tentative level of acceptance of the ideas exposed in the paper, but said that as yet unpublicized discussions among senior official and political figures concerning Japan's participation in such a force in Vietnam had now moved from "if" to "how. 11 Miyake said that Ambassador Kitahara, now in Tokyo on leave from Saigon, had been discussing this with Japanese Government and Liberal-Democratic Party leaders and found that acceptance of the concept, though not yet universal, is growing and outright opposition has faded. The paper reviews the financial, materiel and personnel contributions which Japan might make to such a force and examines the legal basis which might be employed to dispatch Self-Defense Force members or police officers to Vietnam for this purpose. Miyake said that the Prime Minister's office had already agreed to a confidential set-aside in the Prime Minister's contingency fund to allow for swift Japanese participation in a Vietnam inspection force without first having to go to the Diet for an appropriation.
