PROTECTIVE REACTION STRIKES: North Vietnamese anti-aircraft artillery positions
were the targets of three separate protective reaction strikes by U.S. aircraft
during the weekend. Two of the airstrkes occurred in the Mu Gia Pass area after
U.S. fighter bombers, on missions over Laos, received anti-aircraft fire from gun
positions across the border in North Vietnam. Both gun positions were silenced.
The third protective reaction strike was executed in response to North Vietnamese
AAA fire directed at a Navy RA-5C reconnaissance aircraft and its fighter escorts
as they overflew Vinh airfield. The four A-7E escorts expended anti-personnel
and 500 pound bombs on the AAA positions, but the results of the reaction strike
are not known at this time. All aircraft involved in the protective reaction strikes
exited North Vietnam safely.

SOVIET NAVAL ACTIVITY IN CUBA: The guided-missile light cruiser, guided-
missile frigate and one F-class submarine departed Cienfuegos Saturday
afternoon. At present two of these vessels are operating north of Jamaica
and heading in a southeasterly direction. The guided-missile frigate was
sighted in the Windward passage heading northwest. The intelligence
collector has not been located since November 20. The second F-class

North and northeast of Phnom Penh the most significant
communist-initiated activity was reported from the Kompong Cham

Protective Reaction Strike in North Vietnam: Three F-4s on a road inter-
diction mission in the vicinity of the Mu Gia Pass in Laos, received 14
rounds of 37-mm fire from a gun position across the border in North Viet-
nam overnight. The U.S. aircraft expended four 2,000 pound general purpose

Cambodia: The enemy threat to Phnom Penh has increased with the movement
of a major NVA regimental headquarters to within 15 miles of the capital.
DIVERSION
The US Defense Attache reports that despite the division of some forces
which were destined for the Chenla area to the capital, the city's defenses
are not coordinated.
Meanwhile Lon Nol has split the Chenla II area of operations into two
sections to hold the towns along Route 6, but has not ordered the reopening
of Route 6 itself.
The Assistant U.S. Army Attache who visited Baray yesterday reports
that government casualties during the recent fighting could number as high
as four to six battalions. However this figure could be revised downward
as more complete information is received.
Elsewhere the Pochentong Airfield has resumed full operations despite
a third consecutive day of enemy shelling. (OpsIntSum)

Vietnam Military: Military activity remained light and scattered throughout
South Vietnam. Nine enemy troops were killed During an engagement with an
ARVN battalion 10 miles southwest of Hue. There were no friendly casualties.
On 14 November an ARVN ranger border defense battalion engaged a com-
pany size enemy force 22 miles west of Plieku City. Fourteen enemy soldiers
were killed when they triggered a mechanical ambush while withdrawing.
One ranger was wounded. (OpsIntSum)
