Dear Mr. President:
The Government of the Republic of Botswana has
inquired whether our Government agrees to the
appointment of Amos Manyangwa Dambe as Ambassador
Extraordinary and Plenipotentiary of the Republic
of Botswana to the United States. A biography of
Mr. Dambe is enclosed. A thorough review of
United States Government records reveals no grounds
for objection.
I believe this appointment would be satisfactory.
If you concur, I shall be pleased to inform the
Government of the Republic of Botswana.

Recommendation:
That you agree to receive the President of the
Republic of Botswana, Sir Seretse Khama, for a brief
call some time April 2nd or 3rd, or, if this is not
possible, on the morning of April 4th.

Background:
Sir Seretse Khama expects to be in the United
States March 31 to discuss a development project in
Botswana with Mr. Robert McNamara, President of the
International Bank for Reconstruction and Development.
President Khama has requested an appointment with you.
An intelligent, moderate, African leader,
President Khama is highly respected in Africa for the
skill he has demonstrated in maintaining an independent,
progressive position despite Botswana's proximity to
the powerful, reactionary Republic of South Africa.
President Khama is pro-West in orientation and has
taken positions similar to ours on issues such as the
Middle East and Communist China. President Khama's
accomplishments in developing Botswana into a politically
stable, non-racial African democracy have been impressive.
We are doing what we can to manifest our support.
Botswana's success might one day contribute to the

easing of the black-white confrontation which
threatens the Southern Sixth of Africa today. The
Peace Corps is making a contribution in Botswana,
but, aside from our significant share in the World
Food Program in Botswana a few years ago, our ability
to extend other material assistance to President
Khama has thus far been limited.
I believe it would be most appropriate for
you to receive President Khama to show him our
strong interest in the efforts he is making and to
encourage his continued independent and moderating
political role in the troubled and potentially
dangerous area of Southern Africa. This would be
the first time a President of Botswana has met an
American President. It is clear that, as Chief of
State, President Khama places great importance on
being able to see you. It will mean much to his
own position in the entire area and will be reflected
in the determination with which he pursues his goals.

3. Department seeking avoid any official US participation SAA
inaugural flights but would not wish influence President Khama's
decision. Embassy may inform him that there has been some public opposition
to commencement of SAA's new service to New York. Indeed, first. SAA
arrival in February was greeted by demonstration which however was only of
minor proportions owing possibly to late arrival and bad weather. Cannot
rule out possibility further demonstrations on arrival official inaugural
flights, Matter of President Khama's personal safety would be handled
by our security staff>and should not unduly influence his decision,

on Shashi developments and President Khama's proposed
visit, which we have not (repeat not) divulged to IBRD.
2. Recent contact with IBRD indicates late March meet-
ing between McNamara and Khama somewhat premature.
Although Dean due back later this week, Bank decision
on future course of project will not be made in early
April as indicated reftel. If Bank receives BRST firm
plans and power requirements by end March, probable
Bank will propose informal meeting of possible donors
late April prior to despatch of its appraisal mission
