Dear Mr. Prime Minister:
I am pleased to inform you that as Grenada obtains its
independence, the United States Government is extend-
ing recognition. It is our hope, with your agreement,
that diplomatic relations can be established between
our countries.
Historically, there have been long and cordial relations
between our two peoples. These ties have been
developed by reason of the proximity of our lands, long
trading relationships, cultural exchanges, as well as
the mutual concern our people share for human dignity,
economic well being and political freedom.
I am confident that the friendship and cooperation
between our two peoples will be further strengthened
in the coming years.

SUBJECT:
Diplomatic Relations with Grenada
Grenada, a British dependency in the Caribbean, will become an inde- -
pendent member of the British Commonwealth on February 7, 1974,
and is expected to apply for membership in the United Nations and
possibly in the Organization of American States. Both the British and
the Canadian Governments will accredit non-resident High Commissioners
to the new government.
In the memorandum at Tab B, Deputy Secretary of State Rush recommends
that you approve US recognition of the Government of Grenada immediately
upon its achievement of independence. It is expected that the US Ambas-
sador resident in Barbados will represent US interests on the island. In
view of the number of US tourists and residents in Grenada, its location
in the Caribbean, and the desirability of maintaining cordial relations
with Grenada, I think the extension of prompt recognition is advisable.
Attached for your signature at Tab A, is a letter to Prime Minister
Eric Gairy of Grenada informing him of the extension of recognition. It
will be presented to the Prime Minister by our representative to the
independence celebrations. The letter has been coordinated with Dave
Gergen.
RECOMMENDATION:
1. That you approve US recognition of the Government of Grenada immedi-
ately upon the achievement of independence on February 7, 1974.

Diplomatic Relations with the Government of
Grenada
Attached for your signature at Tab I is a memorandum for the President
recommending that he approve extenstion of recognition to the Government
of Grenada immediately upon achievement of independence February 7, 1974,
and attaching a letter for his signature so informing Grenadian Prime
Minister Eric Gairy. In order for this letter to arrive in time to be pre-
sented by our representative to the independence celebrations, it must
be dispatched this afternoon. Therefore, I recommend that you a pprove
on behalf of the President and arrange for signature of the letter.
RECOMMENDATION:
That extension of recognition of Grenada immediately upon achieving
independence be approved and that you forward the letter for signature.

MEMORANDUM FOR THE PRESIDENT
Subject: Diplomatic Relations With Grenada
The Associated State of Grenada, a British de-
pendency in the Caribbean, is to become an independ-
ent member of the British Commonwealth on February 7,
1974. Both Her Majesty's Government and the Canadian
Government have advised us that they will be accredi-
ting non-resident High Commissioners to the new
government. It seems likely that Grenada will apply
for full membership in the United Nations, and possi-
bly for membership in the Organization of American
States.
Because of the proximity of Grenada, the number
of American tourists and residents there, and the
desirability of cordial relations, prompt diplomatic
recognition of the newly independent government is
highly advisable.
In view of these considerations, I recommend
that you approve United States recognition of the
Government of Grenada immediately upon the achieve-
ment of independence on February 7, 1974.
