MEMORANDUM OF UNDERSTANDING BETWEEN THE UNITED STATES
GOVERNMENT AND THE GOVERNMENT OF ISRAEL
1. The United States position is that withdrawal of UNDOF
for the duration of the disengagement agreement requires the
consent of both sides. Should the matter of the withdrawal
of UNDOF or a proposal to change the mandate of this force
come before the U.N. Security Council without the consent of
Israel, the U.S. will vote against such withdrawal.
2. The United States will oppose deployment of UNDOF
personnel from the Soviet Union, from other Communist countries,
or from countries which have no diplomatic relations with Israel,
in the U.N. area of separation or of their use in the super-
vision of the disengagement agreement. With respect to the
deployment of forces in the area of separation the U.S. will
approach the U.N. Secretary-Ceneral or directly Syria with a
viaw to working out arrangements wheraunder no units or

personnel of nations which do not have diplomatic relations
with Israel will (a) be deployed adjacent to the Israeli
line, or (b) participate in the inspection of the Israeli
area of limited forces and armaments.
3. The United States has informed the Governmentsof Israel
and Syria that it will perform asrial reconnaissance missions
over the areas covered by the disengagement agreement at a
frequency of about one mission every ten days (or two weeks)
and will forward the photographs to both Israel and Syria as
aoon as they are ready.
Should the U.S. or Israel aerial reconnaissance detect
a violation the U.S. will intervena diplomatically with Syria
to bring about a rectification. Also, that should Israel
detect a violation the U.S. will immediately perform a special
flight of verification.

4. The United States informs Israel that Egypt has given
an undartaking to the U.S. that it will support the disengage-
ment agreement with Syria, Egypt considers this is a fair
agreement. In the case of Syria violating the agreement and/
or reopening hostilitiss or launching a military offensive
Egypt will not support Syria militarily or otherwise.
5. Recognizing the dafense responsibilities of the Governmen
of Israel following redeployment of its forces under the dis-
engagement agreement, the U.S. will make every effort to be
fully responsive on a continuing and long-term basis to Israel
military equipment requirements.
6. The U.S. will consult fully with Israel before there is
to be a next phase of the Geneva Conference. The U.S. will
do its best to ensure that the Conference proceeds at a pace
agreed between the U.S. and Israel.
7. In case of a Syrian violation of any of the provisions of
the agreement or any of its attachments, the U.S. Government
will fully support Israel.

ISRAELI- SYRIAN AGREEMENT ON DISENGAGEMENT
OF FORCES IN PURSUANCE OF THE GENEVA PEACE CONFERENCE
A. Israel and Syria will scrupulously observe the
cease-fire on land, sea and air called for by the United
Nations Security Council and will prevent from the time
of the signing of this document all military or para
military actions against each other. in implementation
of United Nations Security Council Resolution No. 338.
B. The military forces of Israel and Syria will
be separated in accordance with the following principles:
1. All Israeli military forces will be west
of the line designated as Line A on the map attached

hereto, except in the uneitra area, where they
will be west of Line A-1.
2. All territory east of Line A will be under
Syrian oivilian administration, and Syrian civilians will
be permitted to return to this territory.

3. The area between Line A and the line
designated as Line B on the attached map will be
an area of separation / and & -A- United Nations
-presence observers (UNP) will be established and
stationed in the area of separation it outside
towns and villages in this area and they will observe
regulations in this respect.
4. All Syrian military forces will be east of
the line designated as Line B on the attached map.
5. There will be two areas of limitation in
armament and forces west of Line A and east of Line
B as agreed upon.
6. Air forces of the two sides will be permitted
to operate up to their respective lines without
interference from the other side.
C. In the area between Line A and Line A-1 on the
attached map there shall be no military forces.

D. This agreement and the attached map will be
signed by the military representatives of Israel and
Syria in the Military Working Group of the Geneva Peace
Conference not later than May 26, 1974.
E. The precise delineation of a detailed map and
a plan for the implementation of the disengagement of
forces will be worked out by military representatives
of Israel and Syria, who will agree on the stages of
this process. These representatives will meet under the
aegís of the United Nations in the Military Working
Group of the Geneva Peace Conference for this purpose
no later than 48 hours after the signing of this
agreement. They will complete this task within seven
days. Disengagement will begin within 48 hours after
the completion of the work of the military representatives
and in no event later than eleven days after the signing
of this agreement. The process of disengagement will
be completed not later than
days after it begins.

D. This agreement and the attached map will be

Israeli Military Working Group after it has been joined
by a Syrian military representative, at the Geneva
Conference under the aegis of the United Nations and
the co-chairmanship of the United States and the Soviet
Union. The said Military Working Group in Geneva will
work out the precise delineation of a detailed map and
a plan for the disengagement, starting its work in
Geneva within twenty-four hours from. the time of the signing
of this agreement and completing this task within three
days. Disengagement will begin within twenty-four hours
after the completion of the task of the Military Working
Group and in no event later than four days after the
signing of this agreement. The process of disengagement should
be completed within a maximum period of ten days.

E. The provisions of paragraphs A, B and C shall
be inspected by personnel of the United Nations comprising
the United Nations presence (UNP) observers under this
agreement.

G. Within 24 hours after the signing of this
agreement all wounded prisoners of war which each side
holds of the other as certified by the ICRC will be
repatriated. Within 24 hours of the completion of the
work of the Military Working Group, all remaining prisoners
of war will be repatriated.
F. The exchange of all prisoners of war will take
place twenty-four hours after the completion of the task
of the Military Working Group.
H.
G. The bodies of all dead soldiers held by either
side will be returned for burial in their respective
countries within ten days after the signing of this
agreement.
I. HThis agreement is not regarded by Israel and
Syria as a final a peace agreement. It eonstitutes a
first is a step toward a final, Just and durable peace
according to the provisions on the basis of Security
Council Resolution 338 and within the framework of the
Geneva Conference.

Observer Organization (UNP) (UNOO) under the Agreement
will be to use its best efforts to prevent a
recurrence of military action maintain the ceasefire
and to see that it is scrupulously observed. It will
supervise the Agreement and protocols thereto as they relate
with regard to the areas of separation and limitation
and in such other areas and ways as may be agreed. 16

ground the respective lines shown on the map attached

UNITED STATES GOVERNMENT AND THE GOVERNMENT OF ISRAEL
(1) The United States position is that withdrawal of the United
Nations forces agreed upon under the Israeli-Syrian Disengagement
Agreement will require the consent of both sides. Should
the matter of the withdrawal of the UN force come before
the United Nations Security Council without the consent
of Israel, the United States will vote against such
withdrawal.
(2) The United States will oppose supervision of Israeli held
areas by UN personnel from the Soviet Union, from other
communist countries, or from countries which have no diplomatic
relations with Israel. With respect to the deployment of
forces in the area of separation, the United States will
approach the United Nations Secretary General or directly
Syria with a view to working out arrangements whereunder no
units or personnel of nations which do not have diplomatic
relations with Israel will (a) be deployed adjacent to the
Israeli line, or (b) participate in the inspection of the

about one mission every ten days or two weeks, including

(4) Recognizing the defense responsibilities of the Government
of Israel following redeployment of its forces under the
Disengagement Agreement the United States reaffirms that
it will make every effort to be fully responsive on a
continuing and long-term basis to Israel's military equipment
requirements.
(5) It is the policy of the United States that implementation of
the Disengagement Agreement should take precedence over the
undertaking of new commitments by the parties related to
subsequent phases of the Geneva Conference. The United
States will do its best to help facilitate the Conference
proceeding at a pace commensurate with this view.
