SUBJECT: VIETNAM SITUATION CHECK NEEDED
Regard it urgent you, Kissinger and the new SecDef make early
request for meeting with General Wheeler, Admiral McCain,
and General Westmoreland.
Tell Wheeler you understand he is on the documented record in disagreement
with the bomb-halt decision, that you want to see the document and have his
candid view.
Tell McCain you understand there is a depth report on the current DMZ
buildup which you must review and on which you want his candid view.
In lieu of meetings with these two it is possible to obtain these documents
if the SecDef Designate will make a direct request to the action officer
involved in the DoD documents section. We can provide this contact name
if this less direct approach is necessary.
Point is that key military in Pentagon is on documented record as opposing
the bomb halt unless allowed to wipe out any buildup that occurred north
of DMZ. They did not get that assurance, and the buildup is going on.
The military is going to confront RN with this situation early in the game,
whitewash themselves of responsibility for the bomb-halt decision by using
the dissenting documents, and the inevitable eventual leak of these papers
to the press could place heavy pressures on RN to resume the bombing to
save American lives.
In addition, we need to have the facts straight for history and you will
need to know the true situation on buried bodies so you can operate
effectively from the NSC.

1. Should Sen. Jackson just possibly be under consideration for
SecDef this one key thought must be kept in mind:
Jackson has some long expressed and very strong opinions about
the limited value of the NSC in its Ike-form and about the need
to keep the NSC structure small and advisory only with planning
and operations coordination being a State Dept. responsibility.
2. Were Jackson to be at Defense there would have to be a very
clear understanding between he and the White House on what and
how NSC is to operate and full agreement between he and the
President on the matter.
