THE WHITE HOUSE
WASHINGTON
March 22, 1973
Dear Mr. Prime Minister:
As you know, the United States attaches a great
importance to the role of the International Com-
mission of Control and Supervision (ICCS) in
helping to restore peace in Vietnam. The Cana-
dian members have been instrumental in organizing
the ICCS and have played a leading role in its
subsequent activities. Their experience, profes-
sionalism and initiative have earned our highest
respect.
While we are fully aware of the difficulties which
the ICCS has initially encountered, we are confident
that this body can become an effective instrument
for controlling and supervising the implementation
of the January 27, 1973 Agreement on Vietnam.
However, without Canadian participation, the ICCS
would be greatly handicapped in carrying out its
vital mission.
As you face a decision on continued Canadian
participation in the ICCS, it is my fervent hope
that you will decide, Mr. Prime Minister, to con-
tinue your admirable contribution to the cause of
peace in Vietnam. You can be sure that I, for
