Talking Points for Telephone Conversation with Canadian Prime Minister
Mr. Prime Minister, I am calling to discuss with you a matter of
the highest interest to my country -- Canada's continuing participation in
the International Commission for Control and Supervision in Vietnam.
As your government nears its decision on this matter, I want you
to know that I deeply believe that chances for peace in Vietnam depend
in no small measure on your continued participation in the ICCS.
I have followed with the greatest interest your country's role in
the ICCS since January 28. What it has accomplished to date is very
much a factor of your delegation's experience and highly commendable
leadership. I have the highest regard for the Canadians' performance
and wish to express my appreciation to you on this score.
-- In the large context, the ICCS has already made important
contributions to peace. Its very presence -- and particularly your
participation -- has represented a restraining influence on the level
of combat in Vietnam. In the initial shakedown period, it also has
established itself at all points and has also established its operating
procedures. While actual investigations have, so far, been relatively
few in number, your active leadership has helped publicize violations
by all parties.
