MEMORANDUM 3002 NATIONAL SECURITY COUNCIL ACTION SECRET May 31, 1973 MEMORANDUM FOR: MR. KISSINGER FROM: WILLIAM L. STEARMAN SUBJECT: Presidential Reply to Trudeau Letter on ICCS Attached at Tab I is a memorandum from you to the President which attaches a reply (Tab A) to a message (Tab B) which Canadian Prime Minister Trudeau sent the President on May 29. Trudeau formally advised the President that the Canadians have decided to pull out of the Vietnam ICCS but to delay the deadline for their departure from June 30 to July 31. Although Trudeau avoids a full explanation for this decision, he notes that the decisive element was Canada's 19 year history of cease-fire supervision in Vietnam. He adds that the only criticism implied by this decision is a lack of good faith by the Vietnamese parties in abiding by the Agreement and states that the ICCS "got off to as good a start as circumstances per- mitted. 11 The President's reply at Tab A expresses deep regret at the Canadian decision but notes our appreciation of Canada's many contributions to the ICCS. The President also says that he shares Trudeau's view that the ICCS performed as well as could be expected. He notes that we are determined to remedy cease-fire enforcement problems that gave rise to the difficulties which so complicate the work of the ICCS. Dave Gergen's office concurs in the President's reply. RECOMMENDATION: That you forward the memorandum at Tab I and the letter at Tab A.
