SUBJECT
Trudeau Message to President on Vietnam
Prime Minister Trudeau has sent the President a rather lengthy message
on Vietnam expressing the hope that the bombing pause will become
permanent, again offering assurance that Canada is ready to assist U.S.
troop withdrawals and repartriation of prisoners, but casting further
doubt on Canada's willingness to participate in a Vietnam peace super-
vision force.
The memorandum for your signature to the President at Tab A would for-
ward the Trudeau message summarizing its comments and suggesting
that the primary reason for the message would appear to be Trudeau's
covering of his domestic political flanks. Your memorandum notes that
a proposed reply to Trudeau will be forwarded separately.
I think it is important that this go forward to the President today. The
Canadian Parliament is reconvening and it is probable that Trudeau will
refer to the message during Parliamentary debate.
John Holdridge concurs.
RECOMMENDATION
That you sign the memorandum for the President at Tab A.
