In speaking to the press upon my departure
from the Virgin Islands, mention was made of the
possibility that our two countries might be able to
develop greater co-operation in undersea programs
of mutual interest. I have asked my officials to
investigate this possibility with your people. It
seems to me that this is a field where at compara-
tively little cost, we can not only gain real econ-
omic benefits and manifest the importance of science
policy and international co-operation, but also show
activity in areas of geographic and environmental
importance to both our countries while at the same
time demonstrating to our peoples those elements of
challenge and response SO vital to a meaningful hu-
man existence in these modern times. Projects such
as TEKTITE II clearly indicate your government's
concern with these objectives and I thank you again
for the opportunity to see at first hand, some of
what is being done to accomplish them in the United
States.
Yours sincerely,
