MEMORANDUM FOR THE PRESIDENT

SUBJECT: Prime Minister Trudeau's Response to Your Letter of
April 7 Concerning Article IV Consultations on Laos
Canadian Prime Minister Trudeau has sent you an encouraging reply to
your letter to him of April 7 concerning Article IV consultations among
signatories of the 1962 Geneva Agreements on safeguarding Laotian
neutrality. (Tab A).
Prime Minister Trudeau points out that Canada's special role in Laos as
a member of the International Control Commission has been complicated
by the fact that there is no agreement on the part of the Geneva signatories
on a settlement in Laos, and says that it has become abundantly clear that
the ICC will not be allowed to function unless and until the internal disagree-
ments between the Laotian parties concerned can be resolved. He notes
that he favors a dialogue between Prince Souvanna Phouma and Prince
Souphanouvong. He goes on, however, to state that the agreement might
be totally invalidated if the signatories do not fulfill their undertaking of
consulting among themselves on Laotian neutrality and concludes by declaring
in ringing terms that "the Canadian Government is, therefore, prepared to
discuss the Laos situation with the other members of the 1962 Geneva
Conference anywhere, at any time and in any manner, formal or otherwise,
which is most likely to be helpful. 11
I do not be lieve any response to Prime Minister Trudeau's letter is required
at this time. In light of his favorable response, it might be useful at a later
point when we begin to see how political activities are shaping up in Southeast
Asia to go back to him and enlist his cooperation in any political effort which
we decide to take.
