Denis Clift AC/14#\nSUBJECT\nPresidential Reply to Message from Prime Minister\nTrudeau on Canada's Oil Policy\nPrime Minister Trudeau has sent the President a message with a view\nto ensuring that no misunderstanding exists with respect to Canada's\npolicy governing export of Canadian crude oil and petroleum products to\nthe United States.\nThe Prime Minister's message contains forthright assurances that\ndespite rumors to the contrary, Canada will not permit its foreign\npolicies or its relations with the United States to be dictated by Arab\nblackmail. The Prime Minister reaffirms Canadian friendship for the\nUnited States. He goes on to assert that while Canada will face critical\nfuel oil shortages in the coming months, the Canadian Government will act\nin consultation with the United States and will seek in every way to minimize\ndisruption of supply to the United States consistent with meeting Canadian\nrequirements.\nThe tone of the Prime Minister's letter is notably different from that of\nsome recent public statements of his Energy Minister, whose line has been\nnarrowly nationalistic and seemed to foreshadow ready capitulation to Arab\npressure.\nThe memorandum for your signature to the President at Tab I would\nforward the Prime Minister's message together with a proposed Presidential\nreply. The President's reply -- which has the concurrence of Governor Love\nand which has been coordinated with Dave Gergen would\nthank\nthe\nPrime\nMinister for his message and focus on the priority issues warranting US-\nCanadian consultation.
