In his covering note, the Canadian Ambassador said
that the Prime Minister wishes to continue "for another
few days" his Government's efforts to secure additional
offshore crude oil supplies for Canadian east coast
refineries before he releases this message. We should,
of course, respect this request that the exchange of
correspondence not be made public at this time.
