SUGGESTED RESPONSE TO CANADIAN PRIME MINISTER TRUDEAU FROM THE PRESIDENT CONFIDENTIAL/EXDIS Dear Mr. Prime Minister: Your message of November 7, with its forthright expression of your determination not to bow to foreign pressure, is most gratifying. As you say, we face difficult and worrisome problems because of energy shortages in the months ahead. Your assurance of a desire to consult closely with us and of your intent to take account of our needs is most welcome. For our part, we are determined to be resolute in our own conservation measures, and we stand ready to consult and cooperate with your Government in every respect. In your message you alluded to your earlier public statement to the effect that while Canadian-American relations will adjust to circumstance, friendship for the United States is not regarded by Canadians as negotiable. I appreciated your statement at the time, and I welcome its reaffirmation. You may recall that on the same occasion I responded that we are friends because we have trusted one another enough to be candid about our problems -- and because our candor has nourished our cooperation. Your good message bears out what we both said.
