November 7, 1973 Dear Hr. President: I am hastening to communicate with you because of my concern that no misunderstanding be allowed to arise with respect to Canadian crude oil and petroleum products exports to your country. As you may be aware, it has been suggested in some quarters that this country may be made subject to an cabargo of still unstated dimensions if oil from Arao sources finds iss way into two United States from Canada is either its ori final or a refined condition. I want to inform you of in position. the Government of Canada will not perait its foreign policies, its choice of trading partners, or its manner of trentment of its friends to be dictated to it by foreign governments. Canadian governments for many years have attested to the fact that 020 of the inveriables of this country's foreign policy is Canada's genuine friendship for the United States. I have stated to you publicly that the Canadian-Aerican relationship will adjust to circumstance, but is is not regarded is,: Canadions as nogotiable. The present state or events is evidence of those act. There will be, as you will understand, month to month fluctuations in the volume of western Canadian crade oil shipments to the United States but those will DC dicter by Canadian consumon requirements, not by polítical opecation from without. Nor will they bo cade in the absence of an effort to MOOL your basic requirements to the extrent we been fulfilling them. Marthermore, as we take whatever we doon necessary to assure Canadian consumers of security supply in years to come, WC will act in consultation with United States Government. in an attrempt to pinimize Che on those American packet areas now dopendone on Canadian a oil.
