S said he could have it for\nhim in very few days. K asked for paper he could show the President;\nwhat various positions are; how about Feb 20 talks in Warsaw.\nK said he does not want to be in position where State operates and\nit is all formulated - told S to inject himself into it. enough SO that\nhe is part of decision-making process and get them used to idea.\nS said he would do so. K said President is not satisfied with Bundy\ntheory that they do it - K said this does not mean S has to disagree with\nthem - he would like to know what they are doing before Feb 19.\nK asked S to come in over next day or SO and tell him what he knows.\nK asked for general brief review of China situation and where we should\nbe going - asked S to draft a memo. Asked S to also check paper\non Ax Cambodia.\nS asked whether the Pres would like to read something on Japan -\nK said very probably. S said he would send him a memo he did a\ncouple of months ago - he will bring it up to date and get it over.\nK asked whether all the staff had been asked to give XNX him a briefing\n(page or two) at the end of each day - said he had just gotten back to\noffice and had not had time to check.
