TELCON Winthrop Brown Mr. Kissinger 2/12/69 9:30 a. m. HAK asked Winthrop Brown (acting for Bill Bundy, who was out of country) what the mechanism is for dealing with emergencies that might arise in Vietnam when the President is out of the country. Was there no formal Interdepartmental group that exists, dealing with VNam ? Brown said there is such a working group, headed by Calhoun (in Bundy's absence), who deals directly with Secy or Under Secy. They would alert Pres. immediately. HAK asked if we want to make some plans before we leave, would we therefore deal with Calhoun? Brown said, no, deal with Secy or Under Secy. Brown said when the President is out of town, they repeat all key messages. HAK said he was asked what plans we can make ahead of time, but he agreed we just use the existing plans, and all we have to do is determine whether an emergency exists. Brown repeated that the President and HAK will be kept fully informed. The "White House 11 is wherever the President is.
