R said Vaky had told him about President wanting to send emissary
to Peru and mentioned Bob Murphy - R said he had a question about
that at the moment (both on emissary and Murphy). R said timing is
not too good as there is a lot of intelligence that theyx there may be
a coup in a few days. K said he thought this was the sort of thing
on which we should take R's judgment. K said Jones was under the
impression that this would bring additional pressure. R said he doesn't
think they believe we will invoke the Hickelooper thing - he believes
we can isolate them from the others. R said all he is saying is let's
hold it up. R said he did not think Bob Murphy was the one for this -
thought someone like Jack Irwin would be better - legal
background, etc. K said Pre S would probably be happy with Irwin.
R said Pete is fixing up a telegram which he will send over. R said
he has been in touch with ou r Amb at the OAS and with Pres of OAS
as well as Berckemyer, who he thought was going to have a stroke.
R said he just got word that they have released the boat and asked K
to get the word to the President.
