The President
Mr. Kissinger
2/21/69 - 7:00 p.m.
RN: You escaped all right.
HAK: Yes, I think it went very well.
RN: Did you get in for the whole thing?
HAK: I was there from the beginning and I think it was excellent I talked
to a lot of them during the reception.
RN: Because of the fact we had them there
HAK: I think a combination of backgrounder and your statement.
RN: Did it fit in with yours?
HAK: It fit in completely and it gave them a rather complete picture,
and my impression was that they were very pleased.
RN: Our problem now is -- we will talk about this -- to probe the situation.
I believe in controlling the news--but not in the sense of curbing anything--
but in what you put out. Just find what we want to say and say it. That's
where Johnson was wrong--he kept things SO close.
One point you'd approve of--I think Europeans would approve of --
the idea that I was going to discuss bilateral and multilateral matters.
I want to get their views on the world. It's really true that we do want to
know these fellows -- they're wise men.
HAK: Many have an approach to international affairs that we want to hear.
This French thing that we were talking about earlier is creating enormous
commotion in Europe--this overture to the British. I think we should
play it very cool.
RN: I think the British just did a stupid thing.
I hope they use that picture
of Lucet. They'll use it in France, won't they ? There are subtle ways
to
knock these things down.
HAK: This whole problem if one talks only multilaterally.
RN: I believe when you talk about multilateral talks you can no more do that
than govern by Cabinet. The only way to have a talk is bilateral- two people
HAK: And in a lot of instances face to face
