TELCON Secy Rogers Mr. Kissinger 3-7-69 12:30 PM K said he had three things - first he XXX had meeting with Joe Sisco and thought what State has if really first-rate. Secondly, bilateral talks should be here rather than New York, K also mentioned that the President was very please with Gerard Smith's testimony yesterday. The third thing K wanted to bring up is Glen Olds, whom he understands is being considered for a UN post. K said the man is a fool - a nice follx fool. K said this is his view and not a White House view. R said the White House is the one pushing on this. K said Olds has a fifth-class mind; no judgment. K said he could give R ten names of others who feel the same way if R needs help on this.
