Secy Rogers
Mr. Kissinger
3-7-69
7:40 PM
K said he was just looking over message that Bundy drafted to Paris.
K said he could go along with Kx R reasoning this afternoon but
he has serious questions about what Lodge is supposed to say to
the guy XXIXXXXXXXXX whose name he can never pronounce. K said
the measage in fact says we are agreeing to private talks and read
message to R. R said he reads it the other way - that shellings
have caused us to have second thoughts. K said to him it means if
if we stop the shellings we will have private talks. R said he reads it other way.
R said he did not mind if K wanted to change the message.
