-2- Although HAK asked for a paper explaining what the 700 million stretch-out means, Packard explained that it's a 3-months' delay in the beginning of construction- - - that's all it amounts to; the construction to start early in spring of '70 instead of the fall of '69; otherwise no change. Packard said he outlined that as a possibility at the NSC meeting. We'd say we are not going to start any actual installations until the spring of 1970. It would give an opportunity to talk with the SALT people. We ought to have the SALT talks under way by then. Packard said something about the only benefit on that about long-lead-term - - items and purshasing sites about using a little more leverage in going ahead-- - but it doesn't really give you enough, in his view, to give assurance the program would be approved a year from now. If we delayed now, would it ever be approved? HAK said they could kill the appropriation next year.
