TELCON Franklin Murphy Mr. Kissinger 3-17-69 6:10 PM M said Bill Fulbright will be back in the country on Thursday. K said we will set meeting with him after that then. M asked whether K had gotten an answer for him. K said they will let him out of voluntary army thing, but Haldeman thinks M is needed on the organization one. K said he has not raised with President because Haldeman thought M could do both. M said the more he had thought about hi S earlier conversation with K the more determined he is to do the FIAB. K said he thought this was great - it would be easy to use M for missions without spending hours in briefs as he will be briefed on all important issues as a member of FIAB. M said he will make his peace with Haldeman and he will definitely do the FIAB. Asked when first meeting would be. K said General Taylor would be getting in touch with him - they meet every two months for a couple of days.
