Telecon The President 3/14/69 7:10 The President thought the results of the press conference as far as public opinion and Congressional response was good. He felt that we had given our opponents a little trouble. HAK said the country likes a President who studies a problem carefully. The people were talking in a vacuum. The President's aupporters had held off because they didn't know what his position would be. HAK said he talked to McNamara and McNamara said he would not oppose the President. He would not go out for him but the significant point was that he would not oppose. The President didn't think tix his opposition had a good case. HAK agreed. But said they were hoping to turn this thing into a Bay of Pigs or Vietnam War syndrome which would be almost impossible to do. The Pres. had received calls from Florida and Calif. from people who's judgment he respected. The consensus was that the conference had made a good impact. The people havent' been listening to the scientists. HAK said the people are basically for a strong national defense. They didn't understand that the Soviets had such a strong missile defense and now that they know, they think we should too. The President said he had talked to Rogers about this private talks thing. HAK said our policy was that as soon as we got Thuy to agree, we could go ahead with private talks but not before. This hopefully would be done manbe next Tuesday. We have to get Walsh to stop talking about four- power talks. Habib will be back on Monday and he has his orders. The President thought that Bill Rogers had stepped up to Fulbright this morning and was very satisfied. HAK agreed. HAK said we can't show any anxiety. Harriman got nowhere with this philosophy. SECOND PHONE CALL: HAK said he had a call from the British Amb. Wilson thanked HAK for the advance statement. They will be giving a back- ground to the press tomorrow and will strongly support the President. The President was happy about this.
