C said before K started talking, he wanted to say that K has been doing
magnificently - trip was a great success and decision on ABM was
an excellent one. The feeling in the country is confidence in the manner
in which the Administration is going about its task - it is exceedingly
impressive and will be so useful and productive in the rough times
ahead.
K said he has heard so much about C's speech at the Council and
wondered if there was any chance of getting a text or something he could
show to the President. K said C could be sure it would be used in the
strictest confidence and would be just for the President. C said Fish
at the Council had asked him to do a piece for the Quarterly so speech
was taped with the thought that it might be used as basis for article
if and when C did it. C has tape and his girl is transcribing it. C said
he would be glad to have the President and K read it. K said he
promises not to show it to anyone other than those authorized by C
and right now that is the President and K. C said he had told Fish
before doing anything about the article he would have to talk to K about
it - the main purpose of publishing such an article would be to assist
the present Administration in the performance of its duties. C said
he
was just giving one person's experience and it is this Administration
xjxax that will have to make the decision. He had told Fish if it would
be valuable to the Administration, he would publish, but if they were
to decide under all the circumstances (whatever they might be at the
time) the timing was not good, he would not publish.
C and K discussed getting together - talked about dinner on Thursday
night. If K does not have to go to Calif with President, they might
meet on Saturday morning. C said he would keep his time flexible
and K. said he would call him before noon tomorrow
