    "ocrText": "TELCON\nClark Clifford\nMr. Kissinger\n3-17-69\n7:20 PM\nC said before K started talking, he wanted to say that K has been doing\nmagnificently - trip was a great success and decision on ABM was\nan excellent one. The feeling in the country is confidence in the manner\nin which the Administration is going about its task - it is exceedingly\nimpressive and will be so useful and productive in the rough times\nahead.\nK said he has heard so much about C's speech at the Council and\nwondered if there was any chance of getting a text or something he could\nshow to the President. K said C could be sure it would be used in the\nstrictest confidence and would be just for the President. C said Fish\nat the Council had asked him to do a piece for the Quarterly so speech\nwas taped with the thought that it might be used as basis for article\nif and when C did it. C has tape and his girl is transcribing it. C said\nhe would be glad to have the President and K read it. K said he\npromises not to show it to anyone other than those authorized by C\nand right now that is the President and K. C said he had told Fish\nbefore doing anything about the article he would have to talk to K about\nit - the main purpose of publishing such an article would be to assist\nthe present Administration in the performance of its duties. C said\nhe\nwas just giving one person's experience and it is this Administration\nxjxax that will have to make the decision. He had told Fish if it would\nbe valuable to the Administration, he would publish, but if they were\nto decide under all the circumstances (whatever they might be at the\ntime) the timing was not good, he would not publish.\nC and K discussed getting together - talked about dinner on Thursday\nnight. If K does not have to go to Calif with President, they might\nmeet on Saturday morning.
