TELCON Secy Rogers Mr. Kissinger 3/14/69 4.25 pm Rogers thought President's performance at Leadership Meeting was masterful--almost the best he'd ever seen. HAK thought his suggestion on deployment really made a lot of difference. HAK agreed it went beautifully, and that the opponents were amazingly on the defensive. Rogers said Kennedy didn't even get the point. HAK thought they would be in for a brutal meeting -- and was pleasantly surprised. Rogers made some refenence to VNam statistics, and HAK responded that he thought Harriman - - who was "ginning it up 11 -- was irresponsible. (apparently referred to assumption that casualty rate is in our control). The studies are inconclusive (study was made in Defense). HAK doesn't accept the study completely it seems to show that most casualties occur in enemy-initiated actions. He doesn't know definition of Penemy-initiated, 11 Rogers has to testify two weeks from yesterday before the Fulbright Committee and he wants to get briefed on this pretty carefully. Rogers asked if they were going to talk about "this 18-nation disarmament committee" at the meeting in the morning. HAK said he will have very brief report from Laird and Wheeler. He is going to try to induce him to move it to the end of the meeting. One hour maximum.
