TELCON General Goodpaster Mr. Kissinger 3-29-69 10:45 AM K asked whether G thought they had a slight problem. G agreed but said he thought they probably saved the essential points. G is amazed at his complete disregard for the leverage that will make the negotiations a success. K said he believes in strict negotiation. G said he really had to restrain himself from becoming violent. K said join the fraternity. Discussed cancellation of NSC meeting on NATO. K said he was reluctant not to have this considered in the NSC as they will just run wild. K said if everything else fails, perhaps papers could be submitted to the President and he could sign a directive. K said he would get revised paper to G and after G has had a chance to look it over, he would like his recommendations as to what sort of directive the President should issue. K said that he thought he should have another talk with Bunker and asked if G would like to join.
