TELCON Tom Wicker Mr. Kissinger 3-27-69 10:25 AM K said he was returning W's call of yesterday. W said he was hoping he could come over today or tomorrow to see K - K asked if it could be done by telephone . W said he was interested in K's assessment of Thieu's statement - where we stand now and where we might be hope to go. K said we have a policy not to discuss negotiations in too much detail. K said you have all bloodied us on things we could have answered before - we have known about this for three weeks but to mean anything it had to be announced by Thieu and not by us. W said he was really asking whether K thought they had gone far enough as preliminary matter. K said his statement now would be enough - K thinks it is step in that direction but he cannot answer for Hanoi.
