TELCON Elliot Richardson - Mr. Kissinger 4-1-69 2 : 51 PM K said R had called him this morning, but he now has something for him. K said President had been called by Secy Hickel this morning about the Mexican mine disaster and President authorized Hickel to offer some help to the Mexicans. K said the Mexican Amb called him a few minutes ago accepting that offer and Hickel is now calling the Amb direct. K said this was all done out of channels and he wanted R to know about it. R said he would let the Desk Officer know what has been done. K said Interior is sending down some mine experts and he did not think there was anything R had to do. R brought up nuclear situation in Israel - K said he did not know anything about it. R said he had a note saying he did not need to talk to K about it - it is follow up of letter from Rogers to Packard and has to do with Britain assuming some responsibility in the matter. R asked if this had been brought to K today - K said no. R said letter from Rogers to Laird dated March 28 suggests that those aspects of the questions which have to do with the export of such items as computerse etc., which could conceivably play a part in Israeli nuclear capability, be referred to the Under Secretaries Committee.
