(Missed first part of conversation but assume it concerns the
verdict of Capt. Bucher)
P said the decision would probably come very soon now. HAK
said his immediate problem was how to get the President
personally involved in the decision.
P said they can give him a non-judicial punishment and then
Bucher would aske for a court martial or they can let him off
completely which P doubted they would do. If Bucher asks for
a court martial, the whole thing would come out in the open
again. P also said that there was enough evidence to merit
Bucher's getting off completely. P said the President or
the Department of Defense could override the decision.
HAK said he would rely on P recommendation in this matter
and the President would rely on HAK's. HAK thought that
Packard, Ad Moorer and he ought to get together and discuss
this and give the President pros and cons SO he can make a
decision. P said he would be in touch with Ad. Moorer about
when the decision would be coming up and a meeting with the
three of them would be satisfactory. HAK mentioned that the
President should know all the alternatives.
