TELCON Secretary Laird 4/1/69 4:25 p. m. HAK called Laird to ask him if the following statement is OK with him-. we would make such a statement here tomorrow if anyone says there is de-escalation: It is the policy of the United States that reductions of military operations must be brought about by the phased mutual withdrawal of external forces. Budget planning figures will be brought in line with this policy on the basis of periodic review. Laird said this was fine. HAK said that doesn't disavow anything Laird said. HAK said we want something ready SO Paris and State can use it for negotiating purposes. Laird went on to say the problem is that he would like to have agreed with Abrams on 1800 for the full year, but he went along and agreed with him part way. But this would have been another increase over and above the Johnson budget. He can't recommend too many increases here. HAK said there's no ill feeling about Laird at all. Laird felt someone planted this story about de-escalation. HAK said if Laird didn't mind, we'll put out the above paragraph tomorrow. Laird repeated he was all for it, but what he'd like to know is why people are casting it in this light since the figure was an increase not a decrease.
