P: Be sure that some work has been done on these two proposals
with regard to the Deputy Ministers and the challenges of modern life.
Have these been run by people like Brosio and two or three others?
Get some people to speak up for it.
HAK: Bill is going to speak up right afterwards. We haven't run it
past anyone because we didn't want to leak it.
P: I would assume this doesn't run counter to anything we're doing.
I would hope that State have a plan. Cleveland of course should be
working on thi S - - and Ellsworth--whoever - else is around.
HAK: I'll talk to them immediately.
P: Be sure a few people speak up and say it's a good idea.
