K - - Sorry I didn't get back to you but I was going over your peace
plan in case I had to see the President. I think it's on the right track
and very much along the lines of my own thinking. Would you put the
whole thing to the Russians?
S
Only the first element of it; not the details. Wouldn't
go into the phases of it because they tend to essentially spell it out.
The big thing with them is to understand we would be willing to go
on both tracks together. One different element is Mort's idea -- in
effect, to give a kind of assurance.
K -- Could you and Mort work out something more in a speech format
that takes your idea and some of his.
S -- How far would you go on this: the stage between engagements
and getting out of the country.
K - - You got this from the Rockefeller plan. I would like something
I
can show the President -- this is too detailed for the President to
use in a public speech. Envision in two or three weeks his saying,
'these are our negotiating efforts' publicly. Then we could give
them a slightly more generous detailed version. The public version
should be less forthcoming.
