K. said\nif J wants it overruled, he can make request. SecDef has flatly\nrefused. J said he announced formation of task force, is he going to\nannounce a dissolution ? K said he is just telling J what the situation is.\nK said on operational problem, J is of course free to write any memo\nhe wishes. Fact of matter is we requested memo from SecDef which\nreached here at 5:00 last night - it was put before the President at\n9:00 this morning and meeting of Korean contingency group will be\ncalled for Monday. K. said at request of SecState flights were stood down\nand he does not see where operational breakdown occurred.\nJ said XX after decisions were reached he could only get info on what\nwas decided through Joint Chiefs. K was not available. K said Col Haig\ncalled xxxxxx J at noon - K was called up to President's office. J said\nhe knows the pressures K is under. K said the Sec of State was present\nwhen it was decided, but there was no sense in engaging in recrimnations.\nJ said in situation of this kind there is need to continue task force SO that\neveryone knows what everyone else knows. K said he did not disagree\nwith forum for this - problem was basic paper did not get in here SO there\nwas nothing to react to. It is paper by SecDef to the Rxxx President and\nK said it will be distributed. J asked when K wanted to meet on Monday\nand K said he would let him know shortly.
