TELCON Alex Johnson Mr. Kissinger 4-25-69 5:20 PM XXXXXXXX K said Secy of Defense has taken position he will not announce movement of carriers every time he moves them. K. said if J wants it overruled, he can make request. SecDef has flatly refused. J said he announced formation of task force, is he going to announce a dissolution ? K said he is just telling J what the situation is. K said on operational problem, J is of course free to write any memo he wishes. Fact of matter is we requested memo from SecDef which reached here at 5:00 last night - it was put before the President at 9:00 this morning and meeting of Korean contingency group will be called for Monday. K. said at request of SecState flights were stood down and he does not see where operational breakdown occurred. J said XX after decisions were reached he could only get info on what was decided through Joint Chiefs. K was not available. K said Col Haig called xxxxxx J at noon - K was called up to President's office. J said he knows the pressures K is under. K said the Sec of State was present when it was decided, but there was no sense in engaging in recrimnations. J said in situation of this kind there is need to continue task force SO that everyone knows what everyone else knows. K said he did not disagree with forum for this - problem was basic paper did not get in here SO there was nothing to react to. It is paper by SecDef to the Rxxx President and K said it will be distributed. J asked when K wanted to meet on Monday and K said he would let him know shortly.
