TELCON Mr. Kissinger Prof Kistiakowsky 4-24-69 10:10 AM Discussed Harvard situation and then turned to Long situation. HAK said everyone here recognizes that mistake was made -HK said he did not get involved in this until about four days ago. HAK said problem was that it was treated like a Cabinet appointment and President never focused on it - did not realize it was Foundation. HAK said if you read President's press conference statement you will see this is so. HAK said the problem now is how to rectify it. President intends to reaffirm in strongest possible terms the independence of the NSF - now problem is how to do it. HAK said he has txxxx talked to Long on bxexbxaspx behalf of the President and President plans to appoint him to PSAC. K said Frank does not know this yet and everything K is telling Kist. Lee does not know yet. Kist said he had talked to Frank and he is upset by alternatives presented by Lee. K said Lee is not a bad fellow - he just does not know how to operate in Washington. K said our view now is this: if we could get someone who commands wide respect; then Pres would like to reaffirm role of science, etc., , and meet with Academy. K said Piore is man who would fill this best andhe has already been approved by NSF. K said he has turned down twice but if a number of senior people appeal to him, he might change his mind. K said he has tallked with Killian and Doty who are willing to help in this and asked if Kist would help. Kist said yes - he will call Piore and talk with him. K asked that he coordinate with Killian. Kist said he would let Killian know that he is calling him. K asked that he call him today or tomorrow morning. Kist said he would be here next week and K said he would like to see him. Kist will be at Roger Smith Hotel and K said he will call and make suggestion as to when they might get together.
