TELCON Julius Stratton Mr. Kissinger 4-23-69 6:55 PM K said he had called Mac about the NSF problem which resulted from bad staff work more than anything. S said he understood SO well what had happened. K said on private basis he would like to tell S the following. K said we have reviewed various things that could be done, such as meeting with the Board of Nation al Academy, making firm statement, etc. K said then as they were talking, President decided easiest way to undo is to go back to Long. K said he went to Long on a personal basis and had a long talk with him. K said he did rather than DuBridge because we did not want to make it official. He was responsive but after thinking about it for 24 hours, Long decided he could not begin with possible Senatorial fight, etc. Long indicated that if we wanted his help in connection with any possible appointee, he would be more than willing to talk to him. K whx said while this won't undo all the damage, we are gbing to appoint him to PSAC and he will get a Presidential appointment - which is about as much as we can do. S said he had tried to reach Long but was unable to and planned to call Mac tomorrow about what happens next. K said there are two choices which have occurred to us. K said this has not been discussed with Lee yet SO it would be embarrassing if it got back to him before K talks to him. S said he understood. K said, one, we could go back to Piore (who was first choice) and ask him to reconsider; * two, we can ask Council of National Academy to meet with Pres and ask them to come up with three X nominations, K said Piore does not need this as he has already been recommeded by the Board. S said it was his understanding that Piore weighed pain of undertaking and IBM and later withdrew. S said he thought Piore needed some encouragement - he has all the background from back in days of ONR, etc. K said he had a call from Kistiakowsky who was SO overwrought by Harvard and felt put upon. S said, frankly that is why he hesitated about Council because of George. S said K may not know, but feelings between Sipes and Kistiakowsky are strained. K said that is another thing - they are asking up to keep Sipes out of such a meeting and K does not know wh how we do that. S said on balance he would have a try at Piore - some of his friends could encourage it. If Piore won't do it, nothing is Jost as there is still the Council.
