Rogers wanted to know if HAK had seen Sihanouk's latest
press conference where he changed his mind about resuming
diplomatic relations with U.S.
HAK said maybe Hanoi got to them and put the pressure on.
He said they were leading to that in a domestic notice.
Rogers said this X is a signal to us if we wanted to do it.
Sihanouk probably knows but doesn't want to do anything
about it. (???)
