Re: Foreign Aid
H said he understood there was a meeting on this this morning with
Arthur Burns and he has strongly recommended that it not be scheduled
for tomorrow. H said he has talked to Elliot and he thinks it is
ready for it. K said he did not know about that meeting this morning
and does not think his office was represented. K said it is his impression
that issx it is coming over from State and he would call Elliot right away.
H said he told Elliot to call Burns and see where we are. K said he
does not want Burns involved with something we have put through NSC.
K said he is gx not going to tangle with Burns directly. K said we
are putting East/West trade before the NSC on Wednesday .
H said Pres was the one who disapproved list of consultations - he felt
briefings not needed. K said if H feels Pres should do it, that is up
to him. K said H should say that to him. H said he assumes from
what K indicated tohim on Friday that he did not care. K said Pres is
wrong on that and H should point out to him what the consequences
might be. K said he would be glad to support H, but he never makes
Congressional recommendations.
