- 2- HAK asked how Richardson would handle this. Among other things, Richardson thinks we should approach the Peruvians on another basis. We think it is important to our long-term relations that the Rockefeller mission go forward. HAK asked if Richardson could put this in the form of a telegram SO he could inform the President of more of the specifics. R thought the President should be aware of the full range of Congressional considerations - Liberals and Conservatives. HAK said this point has not been put to him in that force. HAK said he knew Richardson was seeing Dobrynin and wanted to talk to Richardson before that meeting to give him some points he thought would be important for SALT and MIRV. They decided to meet for a half hour after the Under Secretaries meeting today. Richardson mentioned that Luntz and the Prime Minister were coming. He mentioned that in discussing the 18 Nation Disarment Conference the Soviets have eliminated Netherlands and six other countries. Richardson thought we should tell them we have to go with the Netherlands. He told Hillenbrand to get word that the reason we have insisted on this is that we must support the Netherlands. We will not go along with the conference unless the Russians keep open the applications. HAK said they could veto the Dutch participation too. HAK said he would see Richardson after the Under Secretaries meeting.
