K said he has given all the papers\nto the President and it is entirely in his hands now. R said o. k.\nR said Hannah feels very strongly that he has serious commitment to Morgan\nto go ahead with hearings on Monday. Bryce was not sure that the papers\nhad gone to the President. K said they went up last evening. K asked\nwhat R wants from President. Kx R said bipartisan learship meeting\ntomorrow morning. R said he is quite sure Hannah would feel if we\ncannot have meeting tomorrow morning, Hannah and R should XORK cover\nleadership on Hill and not have meeting with President - let him take up\nafter bill is in. R said fallback position would be to send bill up anyway\nand let Hannah and R handle consultative process the best they can.\nK said suppose message goes up on Monday, could Pres then meet with\nleaders on Tues. R said theory is that you have asked opinion\nbefore. R does not think Bryce would think much of that. R said he thinks\nPres could find other ways of recording his interest - when he speaks\nto them otherwise or by calling on the phone, etc. K said he is seeing\nPres in a few minutes and the operational decision R needs is\nif it is at all possible, would like to have bipartisan meeting tomorrow - right.\nR said yes.\nR said Alex Johnson was with him and would like to talk to K\nJ said it concerned Spanish bases. Packard just got back this morning\nand called him. J said they want to go for guarantee offer (?) - J said this\nwas Evening Reading item. J said Defense wants to go for three years\nand 90 million as guarantee offer and if they have to end up with 18 months,\nthat is .k. J said he is doing a memo right now and asked whether K thought\nPres will want to pass on this. K asked if this was change in x\nprevious authorization. J said previous was 5 years - 175 million. K asked\nwhy they agreed to it and J said understanding would be we would talk\nabout \"new arrangements during this period. K said he would sign off\nfor President. J said o. k. they will go ahead. J said they want \"new\narrangements 11 with much lesser presence.
