R said he was just talking to Harlow who wanted him to call K and emphasize
pressure XX we are under on AID bill. K said he has given all the papers
to the President and it is entirely in his hands now. R said o. k.
R said Hannah feels very strongly that he has serious commitment to Morgan
to go ahead with hearings on Monday. Bryce was not sure that the papers
had gone to the President. K said they went up last evening. K asked
what R wants from President. Kx R said bipartisan learship meeting
tomorrow morning. R said he is quite sure Hannah would feel if we
cannot have meeting tomorrow morning, Hannah and R should XORK cover
leadership on Hill and not have meeting with President - let him take up
after bill is in. R said fallback position would be to send bill up anyway
and let Hannah and R handle consultative process the best they can.
K said suppose message goes up on Monday, could Pres then meet with
leaders on Tues. R said theory is that you have asked opinion
before. R does not think Bryce would think much of that. R said he thinks
Pres could find other ways of recording his interest - when he speaks
to them otherwise or by calling on the phone, etc. K said he is seeing
Pres in a few minutes and the operational decision R needs is
if it is at all possible, would like to have bipartisan meeting tomorrow - right.
R said yes.
R said Alex Johnson was with him and would like to talk to K
J said it concerned Spanish bases. Packard just got back this morning
and called him. J said they want to go for guarantee offer (?) - J said this
was Evening Reading item. J said Defense wants to go for three years
and 90 million as guarantee offer and if they have to end up with 18 months,
that is .k. J said he is doing a memo right now and asked whether K thought
Pres will want to pass on this. K asked if this was change in x
previous authorization. J said previous was 5 years - 175 million. K asked
why they agreed to it and J said understanding would be we would talk
about "new arrangements during this period. K said he would sign off
for President. J said o. k. they will go ahead. J said they want "new
arrangements 11 with much lesser presence. K said his reading on President's
thinking is that he would like base arrangements to continue provided they
can be achieved - he does not want to get into specific terms.
J said they will go ahead then - everyone wants them to continue.
