TELCON Ambassador Yost Mr. Kissinger 5-16-69 10:50 AM K said Pres was pleased with what Y said yesterday at the meeting. K. said second thing Pres was wondering about and K told him no doubt it was being done was getting proposals around the UN. Y said definitely and he is seeing the Secy Genl later this morning and will go over with him. K said if the Secy Genl could bring himself to say something favorable, it would be helpful - both substantively and would help establish the sort of relationship that never existed with his predecessor. K said he would not have to endorse. Y said he is always trying to be SO even-handed that he might feel he would have to say something box about the 10 point program as well and that would not be helpful. K agreed. K asked if Y could send in some report of general reaction around the UN - would like to get something focused on XIX Y's part of the diplomacy. K said Y could be sure it would get to President personally. K said he hoped Y could come and see him one one of his trips. Y said they are running into rough water on the ME - will be in Washington on Tues to go over with Richchardson . Y said we may want to sugest some changes in tactics. Clients on both sides weighing XX in very heavily and have to take account of their views in in order to achieve realistic solution. Y said situation on ground is more and more alarming. K said the view here is that we are perfectly willing to expend credit but have to get something for it. K said if we could be sure it would lead somewhere, we are willing to twist arms. K said he would like to give Y his thoughts on some things when he comes down but does not want to do on the phone.
