K said he had just talked to the President and he told K about
civil aeronautics thing he discussed with R - having to do with
the Dutch. Pres feels we should be forthcoming on propulsion
business - forthcoming in what they are asking for which is
consultation. R said o.k. - the formula that was approved at
the Under Secretaries Committee meeting was that we would
suggest that Rickover would be available to talk to them about
financial and training aspects of it. K said we should not name
the man because Rickover presents problems for them - just
say we are prepared. K said Pres said he would talk to Rickover
and see that he behaves himself. K said we can keep it at level
consistent
. R said he thinks so. K said we can issue instructions
on that but Pres does not want to make an issue of it and would like
to be forthcoming. R said Dutch did not mention it in this afternoon's
meeting. K asked if R were seeing them tomorrow and R said
at 9:30. K suggested that R raise it and he said he would. K said
raise it and say President was impressed by their presentation
and WO uld like to go ahead - within the sense of the Under Secretaries
Committee. R said o.k.
